City Council applies for $1.9M in grants

After a short public hearing, the Crescent City Council on Monday finalized an application for roughly $1.9 million in 2014 Community Development Block Grant Funds.

Mayor Rick Holley and Councilwomen Kelly Schellong and Kathryn Murray also approved using the funds, if awarded, to rehabilitate a city-owned building and pay for a sewer project on B Street. The application will also include a request for $300,000 to fund Rural Human Services’ food bank and domestic violence shelter through 2016.


Council members Ron Gastineau and Rich Enea recused themselves from the discussion. Gastineau is an RHS employee and Enea sits on the nonprofit’s board of directors.

If awarded, $1.5 million in public improvement grant funds will be used to replace the 700 lineal feet of sewer main on B Street between Second Street and the wastewater treatment plant. The existing pipe is 60 years old and conveys sewage from approximately 75 percent of the entire system.

The city would also allocate $100,800 in public facility grant funds to upgrade its Head Start building at 475 7th Street, which is between 40 and 45 years old.

RHS’s food bank and the Harrington House received CDBG funding in 2012 and expect to have spent those funds in 2015, according to Lorie Adams, a consultant with Adams Ashby Group, a Sacramento firm the city hired in April to manage its grants. To fill the gap between 2015 and 2016, each organization needs $150,000.
