Harbor District master plan eyed

Harbor officials meet tonight to formally ask Crescent City and Del Norte County to apply for block grants to assist the harbor district develop a master plan.

The harbor board, in November, indicated it was in favor of the grant application.

Under a state program, counties and cities are eligible for $35,000 block grants under two categories: economic development and community development.

Del Norte County Administrative Officer Jeanine Galatioto said last year the county was willing to allow some of the economic grant money to be used at the harbor.

Harbormaster/CEO Rich Taylor explained to the board that through his meetings on the Intergovernmental Relations Commission (IGRC) it became known, to the county and Crescent City, the harbor could use some help.

The last master plan written for the harbor, the Crescent City Waterfront Development Plan, was adopted in September 1996. Harbor commissioners then and now complained that, although this plan was adopted, it couldnt be used because it called for the eviction of some long-standing tenants.

Therefore, a plan adopted in 1986, which had been amended from previous plans written in the 1970s, has been the working template for the harbor and is seriously outdated.

One stumbling block for the harbor has been the slow annexation process by Crescent City. Several harbor tenants have complained that without annexation, and the sewer and water hookups that go along with annexation, any new harbor plan would be fruitless because potential new tenants will not move in.

The Crescent City Board of Harbor Commissioners meet tonight at 6:30 at the Harbor District Building at 101 Citizens Dock Road.
