Black was selected from a pool of seven applicants at a special meeting of the SWMA early this month and approved unanimously by the Crescent City Council last week.

Black said she is not upset over the denied appointment, though she is disappointed "from the point of view of the solid waste board being able to accomplish the things that they need to accomplish."
