Jeanne Kula, a 58-year-old secretary at Del Norte Disposal Inc., joined the Del Norte County Library District's board of trustees.
Kula takes one of two open seats vacated by Dennis Sutton and Tedd Ward, whose four-year terms expired.
In an effort to avoid making the library pay for an election in November, Ward and Sutton did not file for the seats. Kula, the only person to file, automatically won a spot.
In closed session at a Thursday meeting, the board voted to appoint Sutton to fill the remaining seat that both he and Ward sought. Sutton, 58, owns Sutton Enterprises and has served on the board since 1997.
Ward, a 44-year-old program manager at the Del Norte Solid Waste Management Authority, urged the group to find stable funding for the library during the new year.
The library operates on an approximately $200,000 budget. Voters rejected a proposal earlier this year for a tax that would have provided the library with about $400,000 each year.
Kula worked on that campaign and said that she sought the board seat in an effort to garner the support that the measure got. She declined to say whether she might urge another measure proposal, but said that support of the last effort showed that it could succeed.
Also at the Thursday meeting, the board extended a deadline to mid-January to accept applications for the library's director position.
Patty Hector resigned from the spot earlier this month, citing a lack of money to adequately run the facility, provide basic services and start new programs.
The library board may seek a director from the staff of libraries in Josephine County, Ore., that could soon close, following a failed ballot measure and lack of funding there.
