Harbormaster may retire next spring

Departure may come shortly after basin work finished

Tonight the Crescent City Harbor Commission will discuss the planned March 2014 retirement of harbormaster/CEO Richard Young and adopt a final budget for this fiscal year, among other items.

The Harbor Commission, which meets in public session at 6:30 p.m. in the Flynn Center, will also consider accepting a proposal for a new building with restrooms, laundry and a fish cleaning station on the north side of the inner boat basin, as well as receiving an overall update on current rebuilding projects in the harbor.

Young's current contract extends until Feb. 28, and tonight's vote would provide a contract extension to Young's target retirement date of March 15 - more than a month after the scheduled completion of the inner boat basin reconstruction project.

The harbor district is running a budget deficit for fiscal year 2013andndash;2014. Young said that deficits are hard to avoid with a half-rebuilt inner boat basin.

Commissioners will also vote on sending letters of support for two scientific projects proposed in connection with recently implemented Marine Protected Areas, which prohibit fishing in certain zones to help fisheries recover.

One project will focus on collecting social and economic impacts of the Marine Protected Areas, including how less fishing grounds available due to MPAs affects Crescent City Harbor-based commercial fishermen and the harbor district.

The other project will study how MPAs affect rockfish populations in the area.

More scientific information on the status of rockfish in the Crescent City area could lead state and federal regulators to move toward more liberal management, Young said.

"There's an interest in getting the best possible scientific information that we can in order to manage these fisheries," Young said.
