Residents may have noticed the former medical clinic building near the beach at 200 A Street, north of the Oceanfront Lodge is surrounded by chain link fencing in preparation for demolition.

The property was purchased through Ming Tree Realty by Lounge Chair Investments LLC, of Lewes, Delaware, and a demolition permit was issued to Hemmingsen Construction.

According to Donna Zorn at Ming Tree, the property was purchased outright for $5 million. The deed was signed last month.

The property had been for sale for years following the 2009 Coastal Commission approval of a 37-unit condo there. Then, owner Randy Baugh pulled the plug on the project in 2012, saying it would be a shovel ready project for a new owner, since all the state and local permitting was in place.

New property owner Jason Roe, a Los Angeles-based investor, said last month he wants to pick up the project, renaming it “Vision.”

City Manager Eric Wier said the building permit is all that’s been officially issued so far. Roe’s company will have to revise the condominium plans to meet current codes.

“We’ll review that when he does,” Wier said. Asked when that could happen, Wier said the city has indicated to Roe that the process could take four to six weeks.

As for the demolition, Wier said that’s up to the new property owner, now that the permit has been issued.

“He could start anytime,” Wier said. “It could be as soon as next week.”

Roe has also proposed to develop a 5-star resort and and 18-hole golf course in Smith River, called Pelican Heights Resort. He said it’s part of a five-year plan to create the condo, the resort and golf course and a non-denominational spiritual center called “Utopia.” Roe said last month that he and his wife Julia Yim bought 300 acres in Smith River.

Roe could not be reached Tuesday for comment.
